Romania, call for tenders: plan, organize and manage a conference day on good business practices


This project is part of a larger portfolio of British Embassy projects that seek to strengthen ties on the economic diplomacy agenda.


Plan, organize and manage a one-day conference during which best practices in the areas of investor relations, shareholder management and transparency will be shared with Romanian companies (public and private sector) by the UK financial services institutions and the business community to strengthen ties and highlight funding opportunities.


  • a one-day conference to be held in Romania which will bring together public and private sector expertise from the UK and Romania. We expect this conference to take place in early 2022

  • a concise report on the conference, to include a future business plan and recommendations for action

Work’s extent

The project will not be limited to sector actors based in capital cities. We are particularly interested in achieving national reach, both in the UK and in Romania.

Project approach

Bidders must submit a project proposal which will be approved by the British Embassy in Bucharest and will form the basis for the planning of the project. The proposal should indicate how the implementing partner will provide activities to support the objectives stated above with an implementation plan and budget based on the supporting activities. The British Embassy in Bucharest will oversee the planning of the project and provide the necessary contacts for those responsible for the implementation.

The Project Implementer will manage the logistics of the project, including travel plans, accommodation, car rental, etc.

The Embassy will provide contact persons and focal points for UK institutions or experts who may be needed in the process.

How to bid

Our process will consist of a full one-step offer proposal.

Offers must be completed in English using the Project proposal form for implementers (ODT, 52.9 KB) and Activity-based budget template (SACO, 10.2 KB).

Activity-based budgets should list the activities needed to produce the results (outcomes) of the project and all costs should be in Romanian Lei (RON).

The deadline for submitting project bids is October 28, 2021.

The reports to be produced during this project must be delivered in English:

  • an inception note detailing the approach and proposed activities. It should also define the main stakeholders who will be involved, a proposed schedule of activities, risks and any additional details including a communication plan.
  • a draft report
  • three monthly financial reports
  • after a streamlined commenting process, the final report

Composition of project teams

The British Embassy in Bucharest will appoint a Project Director, the British Embassy Bucharest (Tanya Collingridge, Deputy Head of Mission) and a Project Manager (Monica Matei, Economic Diplomacy Team) to oversee the delivery of the project.

Project proposals must demonstrate that the staff levels of the implementing partner are appropriate to achieve the objectives of the project and that the staff have the relevant expertise and experience, as well as detailed knowledge of financial services in Romania. .

Timing and scope of the contribution

The tender is an open and competitive process, evaluated by the British Embassy in Bucharest. The results will be published by mid-November. Once the bid is approved, a grant agreement will be signed with the successful bidder.

Your organization will need to sign the contract within one week of the funding being awarded. Otherwise, funds could be reallocated. The implementing organization will be required to submit report updates and a final evaluation of the project.

There are no prepayments. Refunds will be issued once activities have taken place and all receipts have been submitted. Implementing organizations will request reimbursements using an invoice (including receipts and a financial report of expenses) and reimbursements will be made during the dates agreed upon in the respective contract.

The budget must be presented in RON. All payments will be made in RON to a bank account held in Romania.

It is expected that the project will be carried out from November 2021 to February 2022. The crucial milestones will be the Conference; submission of the draft report (early March 2022) and the final report (April 2022).


Grant applications must include an estimated budget of up to RON 87,826. Depending on the quality of the proposals, the British Embassy reserves the right not to award all or part of the funds available. The Embassy also reserves the right to award a grant lower than the amount requested by the applicants. In such a case, applicants will be asked to increase the amount they are co-financing, to suggest other means of co-financing or to decrease the total costs without altering the substance of the proposal.
